Following the signing of a long-term contract in the Orinoco Belt, one of the world's largest hydrocarbon provinces, we are building our organization in Venezuela and are seeking talented professionals to join this exciting growth opportunity.
We are currently looking for an HR Manager to join our team in Caracas, Venezuela.
You will lead, design and implement the human capital strategy, policies and processes of the company. You will also support all HR processes, i.e. staffing, developing, administering and ensuring the well-being of the workforce required for safe, efficient operations, in full compliance with Venezuelan labor law.
You will report to the Country Manager and cooperate with XP’s Human Resources Headquarters.
Main
responsibilities:
• Lead the organizational transformation processes typical of an operator starting up under a new contractual scheme (CPPH).
• Advise the management team on workforce, organizational and labor relations matters.
• Ensure compliance with the Organic Labor Law for Workers (LOTTT), its regulations and the applicable Oil Industry Collective Bargaining Agreement.
• Manage relationships with the labor unions, as well as collective bargaining and labor dispute resolution processes.
• Represent the Company in relation to labor authorities and bodies with jurisdiction over labor matters.
• Coordinate labor administrative matters such as employment, payroll, disciplinary processes, employment terminations and others, minimizing the Operator's legal exposure.
• Plan and execute recruitment and selection processes for technical, administrative and managerial staff required.
• Manage personnel mobilization, including, where applicable, the onboarding of expatriate staff and their related immigration and labor procedures.
• Design and administer the salary structure and benefits scheme, aligned with the Venezuelan oil industry market and the Oil Industry Collective Bargaining Agreement.
• Oversee payroll and other labor obligations.
• Prepare and monitor Human Resources department's annual budget and report management indicators to the Country Manager and XP’s Human Resources Headquarters.
• Design and implement technical training and competency development programs.
• Administer the performance evaluation system. Skills & Experience
• Bachelor's degree in Industrial Relations, Psychology, Human Resources Management, Law, or a related field.
• A graduate degree or specialization in Human Resources Management, Labor Law, or a management discipline is a plus.
• A minimum of ten (10) to twelve (12) years of progressive experience in Human Resources, including at least five (5) years in managerial roles.
• Proven experience in the Venezuelan oil or energy industry, preferably within joint ventures or Hydrocarbons Production-Sharing Contract (CPPH).
• Solid experience in labor relations with oil industry unions and in collective bargaining negotiations.
• Experience in the start-up of oil operations or in building a newly created Human Resources department is desirable.
• Solid knowledge of the Organic Labor Law for Workers (LOTTT) and its regulations, of the Oil Industry Collective Bargaining Agreement and prevailing labor relations practices in the hydrocarbons industry, as well as the Procedures before the Ministry of Labor, INCES, IVSS, INPSASEL, and the National Housing and Habitat Bank.
• Good understanding of the Organic Law on Prevention, Working Conditions, and Environment (LOPCYMAT) & of the Regulatory framework of the Venezuelan hydrocarbons industry, including the Hydrocarbons Production-Sharing Contract (CPPH) scheme is a plus
• Proficiency with payroll and Human Resources Information Systems (HRIS).
• Native Spanish. Advanced English, for corporate reporting, coordination with the parent company or international partners, and, where applicable, with expatriate staff.
• Availability for frequent travel to the fields.
