JOB TITLE: Emergency Coordinarion & Preparedness Manager TYPE OF CONTRACT: International Consultancy – Level II UNIT/DIVISION: WFP Venezuela Country Office DUTY STATION (City, Country): Caracas, Venezuela DURATION: 2.5 months, with possibility of extension. BACKGROUND AND PURPOSE OF THE ASSIGNMENT: On 24 June 2026, two major earthquakes struck Venezuela, causing catastrophic human and material damage that also affected critical infrastructure and essential services. As the Country begins to recover, WFP Venezuela is supporting government efforts to strengthen preparedness and coordination for future major disasters. The Autoridad Única, designated by the National Government to lead the response, has requested WFP support to develop standard operating procedures, processes and protocols for coordination during major emergencies. The assignment will develop the humanitarian section of the national response plan, setting out practical arrangements among the Autoridad Única, the Dirección Nacional de Protección Civil y Administración de Desastres (DNPCAD), and relevant civilian, military and humanitarian actors. The Manager will clarify roles, decision-making procedures and information flows, consistent with humanitarian principles and existing institutional mandates. It will also identify relevant preparedness measures, drawing where appropriate on logistics and telecommunications cluster tools and systems. Given the high-impact and visibility of this critical product-based assignment the Manager will report directly to the WFP Deputy Country Director in Venezuela and will follow the overall Strategic Direction of the WFP Country Director in Venezuela. ACCOUNTABILITIES/RESPONSIBILITIES: 1. Design an inception report:
• Strategic review of existing National Response Plan.
• Validate the scope, participating institutions and priority disaster scenarios with designated Government counterparts, as well as the UN System.
• Review existing plans, mandates, standard operating procedures and protocols, and identify coordination gaps and relevant national, WFP and partner guidance.
• Confirm the proposed structure of the humanitarian section, methodology, consultation process, workplan, review arrangements and delivery schedule. 2. Develop the humanitarian section of the national response plan
• Map institutional roles, activation and escalation arrangements, and coordination with the Autoridad Única and relevant civilian, military and humanitarian bodies.
• Produce sharp and strategic standard operating procedures, processes and protocols for coordination during major emergencies
• Set out arrangements for needs assessment, information-sharing, situation reporting, and coordination of humanitarian assistance and operational support.
• Coordinate with participating institutions, incorporate agreed feedback and submit the final proposed section, identifying any outstanding decisions or approval requirements. 3. Enhance logistics preparedness and continuity
• Map and clarify the emergency logistics coordination interface among relevant military, government authorities and the national Logistics Working Group identifying priorities relevant to the coordination arrangements developed under the assignment.
• Validate the proposed arrangements by strategically positioning scenario-based analysis or a limited tabletop exercise, including activation and de-confliction procedures, criteria and exit arrangements for any exceptional use of military logistics assets.
• Consolidate agreed logistics preparedness tools, responsibilities, outstanding actions and follow-up arrangements into a practical handover package. 4. Manage coordination flow required for the project to be successful
• Tactful yet firm communication flow with multiple parties.
• Develop “what’s in it for them” strategy to assure buy-in.
• Meet with all relevant parties (Ministry of Foreign Affairs / UN System / Autoridad Unica / Civil Protection / Humanitarian Country Team) to explain the scope and intent of the project and update them periodically on the progress.
• Prepare and deliver the exit brief with all relevant parties. The Country Office will oversee delivery and facilitate counterpart access. Global HQ technical focal points will provide reference materials and technical review as agreed with the Country Office. Government counterparts retain responsibility for formal adoption of the plan and operational command. DELIVERABLES AT THE END OF THE CONTRACT: 1. Inception report: confirmed scope and institutional counterparts; review of existing arrangements and principal gaps; proposed structure of the humanitarian section; and an agreed methodology, consultation process, workplan and delivery schedule. 2. Standard operating procedures, processes and protocols for coordination during major emergencies. 3. Final proposed humanitarian section of the national response plan: a consolidated section setting out humanitarian response and coordination arrangements, informed by counterpart consultations and revised following WFP technical review and agreed feedback. Any outstanding institutional decisions or approval requirements will be identified in the submission. 4. Handover package: A practical package consolidating the agreed logistics coordination arrangements, tools and follow-up arrangements developed under the assignment, including relevant points of contact, designated custodians, outstanding actions and recommendations for continued review, testing and updating by the WFP-led Logistics Working Group and relevant national counterparts. The Emergency Coordinarion & Preparedness Manager has 75 calendar days to produce the agreed deliverables – all products will be in Spanish. Formal adoption of the plan, approval of institutional arrangements and operational command will remain the responsibility of the competent national authorities. QUALIFICATIONS & EXPERIENCE REQUIRED:

Education:
Master’s degree in disaster management, international relations, public administration or a related discipline.

Experience:
Minimum 8 years of relevant professional experience in humanitarian civil-military coordination mechanisms, protocols and procedures. Knowledge &

Skills:
Strong analytical and drafting skills; practical application of humanitarian principles; ability to facilitate consultations and translate findings into clear response arrangements; sound judgement and tact; and ability to engage senior civilian and military counterparts and deliver against an agreed workplan. Languages: Professional fluency in Spanish. English proficiency sufficient for coordination with WFP Global HQ technical teams and review of reference materials.
