Candidates who do not command either of the languages will not be able to be considered.ContextoEl objetivo del Gerente de Finanzas es asegurarse de que el sistema de finanzas en todas las oficinas esté de acuerdo con los estándares globales, regionales y locales del Consejo Noruego, y apoyar la implementación de los proyectos y programas.Descripción del puestoResponsabilidades generalesGarantizar que la misión país se adhiera al Manual Financiero, a las políticas del Consejo Noruego y a los requisitos de los donantes y de los auditores.Aplicar los sistemas, rutinas y procedimientos financieros del Consejo Noruego.Mantener el control presupuestario general y supervisar los flujos de caja.Gestionar el equipo financiero.Capacitar a los gerentes de línea y del personal con responsabilidades financieras.Proporcionar análisis e informes periódicos al Grupo de Gerencia y a los donantes.Aplicar la política anticorrupción.Responsabilidades específicasGestión matricial del personal de finanzas en las oficinas de área.Diseñar formas de trabajo que puedan ser viables en la situación actual de Venezuela, adaptando estas soluciones al contexto cambiante del país, y documentando todo nuevo procedimiento con la creación/actualización de reglamentos, formando debidamente al personal.Asegurar que los procesos financieros seguidos en Venezuela sean aprobados por la Oficina Regional del Consejo Noruego y por los donantes.Desarrollar la capacidad de los subordinados directos mediante planes de formación en el puesto de trabajo.Ser el punto focal para todas las cuestiones financieras a nivel nacional.Mantener e impulsar una actitud orientada a la resolución de problemas, proactivamente buscando soluciones a las situaciones que se presenten, encontrando un balance constante entre las necesidades programáticas y el cumplimiento de los estándares.Mantener e impulsar una red de contactos entre pares a nivel nacional y regional, fomentando el intercambio, aplicación y contextualización de buenas prácticas.Competencias profesionales y cualificaciones generales requeridasProfesional universitario en el área de finanzas, gestión empresarial o auditoría.Un mínimo de 3 años de experiencia trabajando como gerente, coordinador financiero, auditor en un contexto humanitario/de desarrollo preferiblemente en Latino América.Experiencia de trabajo en contextos complejos y volátiles.Resultados documentados relacionados con las responsabilidades del puesto.Conocimiento de las propias habilidades/perfil de liderazgo.Habilidades, conocimientos y experiencia específica/contextual.Conocer la situación actual en Venezuela es una ventaja.La experiencia en sistemas de distribución de efectivo en contextos complejos es una ventaja.La experiencia con proyectos financiados por donantes institucionales, especialmente NMFA, Sida, ECHO, BHA, agencias de la ONU y FFO, es una ventaja.La experiencia con el software de contabilidad Agresso es una ventaja.Experiencia en el trabajo con asociados en la ejecución.OfrecemosDuración y tipo de contrato: Contrato de duración determinada.Compensación/beneficios: De acuerdo con las escalas salariales de NRC, sus términos y condiciones.Ubicación: Caracas, Venezuela.¿Porque NRC?El Consejo Noruego para los Refugiados (NRC) es una organización humanitaria independiente que ayuda a las personas obligadas a huir. Millones de personas han huido del país, muchas otras han sido desplazadas internamente y al menos 7,7 millones de personas necesitan asistencia o protección humanitaria.Años consecutivos de contracción económica, tensiones sociopolíticas, dolarización informal e hiperinflación significan que la mayoría de las familias no pueden permitirse comprar alimentos. La falta de financiación estatal a largo plazo para las instalaciones y el abandono de las infraestructuras públicas afectan la distribución de electricidad y agua. Al menos 1,5 millones de niños no van a la escuela. La falta de documentación (actas de nacimiento y cédulas de identidad) afecta al 50 por ciento de los venezolanos, lo que obstaculiza la capacidad de las personas para acceder a derechos y servicios básicos. Venezuela también ha visto un aumento de la violencia debido a la presencia generalizada de grupos irregulares.
