Position Overview
Parsons is looking for an amazingly talented Technical Director/ Rail System Project Manager to join our team In this role you will supervise the implementation of essential Rail Systems upgrades to be undertaken on Dubai Metro. The ideal candidate will have a solid rail systems background, including traction and non-traction power distribution systems, and working knowledge of Communications, SCADA, MMS, MEP and related systems, with proven experience on Metro projects.
What You’ll Be Doing

As the PM, lead unusually complex asset challenges and provide highly creative solutions and functional delivery leads.
Ensure adherence to all corporate, contractual, ethics, and safety standards, policies, and procedures.
Monitor Contractor performance according to schedule, cost, and standards, including production of construction tender documentation and securing approvals from the client and regulatory authorities.
Ensure adherence to relevant industry regulations, environmental standards, and safety protocols; supervise necessary permits and approvals.
Establish quality standards and conduct periodic inspections to ensure work meets specifications.
Oversee rail systems scope: traction power, auxiliary systems, communications, SCADA, MMS, signaling interfaces, and integration with civil works.
Coordinate system-wide design and implementation of power distribution, ensuring proper interface with existing infrastructure.
Guarantee all systems are planned, designed, installed, tested, and commissioned per project requirements.
Lead technical excellence and improve quality processes of the client and Parsons.
Mobilize resources and create project teams capable of completing quality work.
Assign responsibility for subordinates; provide input for performance reviews.
Monitor and report progress, milestones, and conditions affecting cost or schedule.
Oversee establishment of Project Management Plan, Health and Safety Plan, Q/A Plan, Systems Integration Plan, Testing & Commissioning Plan, and other documents.
Work with staff, consultants, contractors, and subcontractors to devise and execute action plans to mitigate cost overruns or delays.

Required Skills

Bachelor’s degree in engineering or equivalent from a recognized university is essential.
Master’s Degree is preferred.
Chartered Engineer/P.Eng status, PMP/ChPP certification or equivalent is preferred.
Minimum 15 years of relevant technical experience on large-scale projects.
Demonstrated experience in project management, especially in railway and transit major projects.
Proven experience on Metro projects is highly desirable.
Strong rail systems background: traction power and non-traction power distribution, substations, medium/low-voltage distribution, UPS, earthing and bonding.
Working knowledge of railway Communications systems and their integration.
Working knowledge of SCADA systems and MMS.
Experience managing multi-disciplinary rail systems packages and interfaces.

Desired Skills

Effective oral and written skills for client presentations, technical reporting, and correspondence.
Understanding of construction management at risk delivery process.
Understanding of budget development and cost accounting.
Ability to manage and encourage a team of design, rail systems, and construction professionals.
Ability to interface with all levels within the project team, client, and others.
Knowledge of construction contract negotiation and administration.
Ability to read, analyze, and interpret complex documents.
Ability to respond effectively to sensitive inquiries or complaints.
Apply logical or scientific thinking to support function problems.
Function in a multi-organizational environment and develop collaborative relationships.
